Empowering boys to be leaders is a primary goal of Scouting and accordingly, Troop 31 is a 'boy-led' troop. Leadership is one of the methods of Scouting. Every boy will have an opportunity to participate in a form of leadership, as they become more experienced Scouts.
"Senior Scouts" that have the rank of First Class or above volunteer for various Troop responsibilities as part of their requirements for further advancement. The Senior Patrol Leader, Assistant Senior Patrol Leader and Patrol Leaders, with input from the Scoutmasters, decide on Troop activities, plan meetings, and make Troop decisions at "Greenbar" meetings. Greenbar Leaders are chosen based on rank, participation in Scouting, leadership experience and training, and the vote of the Troop.
